I will move out from Vancouver WA about march, april. I will be verry happy if anyone could give me advice where, i can buck in LA. Do i need licence, how much it is, can i use fire?

you'll have to ask for info about rules from each as they may change at any time

You need to get small business liscence to busk in LA.
Go to you nearest LA county city hall.
The cooool thing about LA is you won't pay tax as a small business and the business liscence is FREE !!
Your business licence is your street performers liscence.
Also to work Venice beach you need to apply for the dreaded lottery to get a permit. !!
Venice is in LA county.
3rd street promenade requires a seperate liscenc which I think is about $40 per year.
3rd street is Santa Monica, so go to S.M city hall.
Ohter places to busk are
Universal City walk,
and the new 'LA Live' area near the Staples Center/Japan town.
