I went to Key West in the spring, which wasn't the height of the season, and it was packed full of buskers anyway. There's the Sunset Celebration
      www.sunsetcelebration.org/
every night that welcomes buskers, but you have to show up early to get assigned a spot, and I got the impression that spots are hard to get, especially in winter when so many buskers want to migrate there. Off the boardwalk, I chatted with a local busker on the street, who said that they have a once-a-year audition for street busking permits, which is basically intended to protect local buskers at the expense of snowbird buskers.

That'll be the problem with any busker-friendly, warm place.

If you don't mind cold and unpleasant working conditions, the NYC subway is still a fine place to busk. It's not heated, but it's out of the wind at least. Dress in layers, since the different platforms can be very different temperatures. Spots can still be hard to find, but it's not nearly as packed as Key West.

Costa Rica, the Northern province of Guanacasta, department of arts and culture have the only western feeling cultural festival in late February, I picked up a gig by just being around Playa Sumara, there are oodles of beaches just north, the second up past the flying crocodile (very civilized) is playa buana vista (the beautiful beach), there is a castle there that serves the best food ever, just back down the road about 1o mintues walking is a drive way to a huge house on the hill, where these german families have stayed and picked up being cultural community leaders, and responsibile for the most part for the festival. Contacting the goverment might work well to be paid for all expences and such, for wow! the stiltwalking troup from Brazil was out of this world, super human circus tricks at 10 feet, fipping each other around with fire juggling, with their own drum band - 10 pieces! It was the highlight, and when talking with them, they had hotels and food and transport all sponsored by the Costa Rica government. I have not pursuid this avenue myself, kinda fun to wing it on the trail right now. Good luck though, and if Costa Rica is on your agenda any time, I seriously encourage that part of the country in particular.
    Cheers,
    Leah

The permits for street performing in Key west are for non fire acts that take up no more than one single square on the sidewalk like musicians... and so forth.
Busking Sunset is VERY profitable, but extremely difficult. There are 19 other performers performing all at the same time some no more than 10 feet from one another on the pier.
The place is ran on a seniority basis, so if there are more than 19 performers there that have been there longer than you, you may not get a spot that day, that week, that month..
It's a bunch of BS to be honest with you. The way to do it is to get there during the off season and earn your days.. it takes 60 "performing" days to move up to the next level and 2 entire years to move up again.
When I was performing there I was in the second level, and there were months straight that we couldn't get a performing spot even though we had one of the best shows there.
I recommend that you go..... if anything you will leave there a much stronger performer.. You have to be extremely crafty in order to start a show against the other performers, and keep it going, and make the $$ but if you become successful there then anywhere else you go you will kick much ass!
    Good luck!
